We focus on environmental improvement and sustainable natural resource management programs and projects that make the greatest contribution to natural resource conservation and environmental management and improve peoples’ health and contribute towards poverty reduction, and we support the poverty partnership agreements. We believe that both formal and non-formal education is essential to changing people’s attitudes and providing them with the capacity to assess and address their environmental concerns is imperative of great necessity. It is also critical for achieving environmental awareness, values and attitudes, skills, and behaviour for effective public participation. We engage environmentally literate communities and volunteer organizations in promoting environmental and natural resources management and protection compliance among the communities so as to improve their health.
It is an absolute fact that in order for the mortgage market to grow substantially and function efficiently, there must be strong laws and institutions for establishing properties that are eligible to serve collateral mortgaged loans and for clarifying what rights and interests in the properties are held by various communities. In this regard, we facilitate the process to make sure that there are clear, transparent, and reliable systems to register legal interests in properties including mortgaged ones.
At present in rural areas even in urban, property rights are not adequately settled and are not properly recorded in a registration system. We endeavour to improve the quality and registration of property rights; this increases property values and investment in housing, and also stimulates the mortgage market, which the country is striving to achieve.
The idea behind this is that many poor people especially in rural areas possess wealth in the form of land, small businesses and other property, but this wealth is not legally recognized, or ‘formalized’. If people do not have secure title to their land or work in unregistered and unregulated businesses, they may have little access to capital or be unable to expand their economic activities beyond their own local area. In this area, we facilitate economic participation of the poor people in rural areas for them to operate within the formal legal system so that they can make use of their assets to increase their participation in not only local markets, but also national and global ones.
In the modern economy, businesses often benefit from having a standardized legal identity in order to distinguish them from their owners, and also the economy businesses look for customers and associates at the national or even international levels. In this aspect, we facilitate and assist relevant organs to have reliable and standardized legal documents and identification tools that allow businesses to form networks of secure, long-distance contacts and transactions.
For people working in the informal sector, we provide the skills required to expand their businesses in the formal sector. At present many people in the informal sector particularly in villages and rural areas have low levels of business education, little market information and poor production technologies. In addition, informal sector business associations are weak in management and planning. Improved property rights and business registration and licensing will not alone be enough to enable them to succeed; the Company provides training on the preparation of simple business cases, projected cash flows, and enhances information sharing and strengthening of their associations.
At the moment, small businesses and poor people face a range of difficulties getting loans from financial institutions. One of the reasons is that the banks do not operate within rules and regulations, which reduce the risks they can take with the savings of their customers. We facilitate and review these rules with relevant institutions in order to make it possible for financial institutions to help people take advantage of their formalized assets. We know that this is one area that needs some work to facilitate the provision of credit to small borrowers.
In many local and village governments keep records in disorder and an uncoordinated way. Often, poor filing and bureaucratic delays can cause problems for people trying to register and access records. Standardization and computerization of filing systems help to enforce standards and make information easily accessible. In this area, we facilitate the establishment of records management systems to enhance information storage, accessibility and retrieval.
